To ensure that agencies in receipt of delegated Procurement Authority are complying with all applicable regulation incumbent upon them, the State Procurement Office (SPO) Compliance provides the following resources for State Governmental Unit self-monitoring and SPO onsite Procurement Performance Review.
While you are encouraged to address any procurement compliance concerns with your immediate supervisor and/or management team, procurement personnel may choose to confidentially, or anonymously, report any compliance violations, concerns, or questions
Agency Procurement Authority
The authority to enter into contracts and agreement on behalf of the State is primarily derived from ARS § 41-2501, et seq., the "Arizona Procurement Code". In accordance with R2-7-202 pursuant to the Procurement Code, SPO manages the further delegation of Procurement Authority to the agencies.
Each year, SPO monitors compliance of State Governmental Units with state procurement laws. The Control Self-Assessment is designed to simplify a State Governmental Unit’s compliance with the Arizona Procurement Code, Executive Orders, Technical Bulletins, Standard Procedures, and Delegated Procurement Authority.
Procurement Performance Review
The Procurement Performance Review, with SPO Compliance Officer involvement, focuses on a State Governmental Unit’s ability to properly exercise procurement authority in accordance with the Arizona Procurement Code, Executive Orders, Technical Bulletins, Standard Procedures, and Delegated Procurement Authority.
